I previously read that AGM batteries can be damaged by overcharging by cheap battery chargers that may charge at 16 to 17 volts during top of phase.
However, I just read my Schumacher 3 stage battery charger's owners manual online and learned it goes no higher than 14V during the last/finishing...
This forum contains a lot of electrical expertise, including automotive electrical. So I'm going to ask this question here in the hopes of getting informed answers. I've searched Google and Jeep forums extensively and have been getting conflicting info about this for years.

BTW - the DIY headlamp restoration method described earlier in that YouTube video sounds like a good way to repair and prevent UV damage to exterior of headlight lamp housings. Unfortunately it cannot repair the lenses/reflectors inside the housings (as pointed out to me by one of the moderators).
I'm going to get new OE lamp housings because the reflectors inside are probably not in the best shape. The car is 20 years old. Other than dim headlights, I love this car. So my Buick is worthy of new headlamp housings.
I think will try both of those bulbs and see which I like better. My past experience with the H4 Xtreme-Vision +100 was low-beams were perfect, or slightly brighter than I needed; but high-beams weren't quite bright enough, bu that was with stock wiring.

I will work on following your diagnosis advice and I guess I'll have to pony up $400 for some new OEM headlamps for the Buick. It's cheaper than getting in a crash.

I don't do much driving because I work from home to the extent that I still work. I'm disabled and semi-retired. I probably only drive at most one hour per week at night. Usually less than that. So that's probably why my Xtreme-Vision bulbs lasted about 4 years before they lost some brightness...
So it's narrowed down to these two bulbs: H4 Philips/Narva/Vosla 100/55W or H4 Philips XtremeVision +100 in my Cibie ECE housings.
I assume the 100/55 would have the better high beams and XtremeVision +100 would have the better low beams. Does that sound correct?
Which of those do you think...
I called CandlePower.com on the phone. He said Vosla makes many of their house brand bulbs, but not their 100/80W bulb. Their 100/80W is made in China. He was more specific on the phone than he was when he emailed me earlier.
So you are correct. The CandlePower 100/80W is Chinese.
BTW, I previously purchased ACDelco 9012 and 9011 from that same Amazon link (on Stern's recommendation). They're dim. I can barely see. I was better off with my 4 or 5 year old worn-out Xtreme-Vision bulbs that were due for replacement.

Does that apply to recent models/brands of HIR1 that don't have infared reflective coating?
I've heard the Philips and Vosla HIR don't have that coating, but maybe that was in regard to their HIR2 bulbs. I don't recall.
Regarding HIR1 9011: Are Vosla brigther than Philips or ACDelco? Are the ACDelco HIR1 9011 bulbs at that Amazon link Philips or Vosla? I heard a rumor that in the past ACDelco HIR1 was Philips long life bulbs, and the current ACDelco HIR1 are Vosla. Is there any truth to those rumors? I also...
