Sorry you`re Way Way off base. The 7805 voltage reg IC is fixed and can`t be adjusted. 5v or nothing. That means dead leds if you`re not careful!!!

No wait sorry I`ve misinterpreted your post. Still not sure the TIP-42 PNP will work- that sounds like a power transistor to me, whereas the 334 is a 3 terminal voltage regulator IC. Best keep looking and track one down I`d say.
