30,40,50w led with a forward voltage of 9-14v

Hello all,
I was wondering if any of you have run across a led chip (30,40 or 50w) that run on a forward voltage of 9-12v and no driver. I am not able to fine anything like that anywhere. I ran across this product https://www.ebay.com/i/192637968496...7%26rvr_ts%3Dfe272c4e1660ac4cd27451dcffef0128

I just can not make sense of how these are working. Every chip I can find has a forward voltage of 30-34v and the use of a 12v battery requires a driver or booster. Any help would be greatly appreciated.

Silver coated copper wire (!???? - harder to solder). . 12vdc only

They are simply arranged in groups of 3 per set with many sets in parallel

Is there a trick to solder silver coated copper. I cant seem to get the solder to stick. Its 60/40 solder.
