Hi , I have a dozen Eneloop AA ( not sure of the geration 2012?) bought at the same time as my Fenix TK40 (upgraded to 41 due to tail cap issues), when discharging one cut at 1.27v while the rest discharged On my powerx much lower and longer near 1v.

Is that cell bad? Or indicating it's going bad faster? Should I toss it?

Or I should charge and discharge on the powerx? Or use refresh function?

It's probly a bad charger.

correct for some reason the maha powerex kick off to fast showing it done. I just discharged it a second time it's over 1000ma discharge now. Thx!

my eneloops are now around 1700ma from 1900-2100 when new, maybe I should cycle them again?

Sounds like they are just fine and aging a little bit. If you have a charger that allows for a larger current, say 1.5 to 2A, perhaps try them at 1C charge rate, rest, and do a normal discharge charge cycle again and measure.

I wouldn't sweat it trying to eek out 200ma more than when new, but might be an interesting test.
