Does candela always have a relation to beam distance?

So Im looking at the Zanflare f2 light. It runs on 2aa and states it has 200 lumens on high and states it has a 200 meter beam distance. It states the candela is 2630. Now that doesnt make sense to me. I thought candela always had a direct relation to beam distance. I have a flashlight with approx 9,000 candela that gets 190 meters, which is a streamlight scorpion led. So is Zanflare misrepresenting this flashlight or am I thinking about this wrong?

Throw is calculated directly from candela. Throw in meters equals 2 times the square root of Cd. So, your Streamlight is accurately and correctly rated, and your Zanflare is lying. Its actual FL1 throw would be 102 meters, if you trust their candela figure.
