Its not a finish, its actually blackened Ti. A lady here in PA did the process in vaccuum environment to get the titanium blackened. I dont think she does that anymore...

left, that engraving is totally awesome my friend. I love it! That makes me want to buy a plain spy and have some work like that done. For some reason, I like dragons. I want dragons on a Spy and a matching knife scale. I think that would be cool.
Also, if they blackened that Ti in a vac chamber, I wonder if it could have been done like with a chemical like Ti Nitride???

Yes, of course .... There is a TiN 007, and a number of photos of it are on this forum.

Nope, not with any metals.. I would need to check with Dave how it was done but its not any coating like Ti Nitride sir
