Anyone ever use a IR meter to check 18650s

After shelling out a few hundred 18650s from laptop packs it was time to check capacity, I separated batteries down to a single cell and ran them through a charge/discharge cycle on computerized rc hobby charger. Problem is it takes 8-12 hrs to complete both cycles. I was thinking of buying a IR meter to maybe speed up the process, the meter Im looking at is made for Lipo's which shouldn't be a problem but Im not sure if it's worth the effort. One question is, do the cells need to be fully charged when you do the IR test?

For what I know, the IR test drains a certain amount of
current for a short time.

So cell(s) should be able to supply that current for that time, and test cannot be done if cell is fully discharged.
However it is not mandatory it is fully charged.

For what is my experience, IR measure of LiPo pack
does not change much having them fully-charged
or half-charged (storage).
