I might also add, I might buy the XR-E EZ900 driven at 2.1 amps from Vinh. I could use either 1x18650 or 2xcr123 in that setup correct?

Yes. I have several of wayne's drop ins and they all use AMC7135 chips. If you're not familiar with that, its a linear regulator that delivers 350mA each, and wayne stacks them to get the specified drive current. They have an input range of 3 to 6V so either 18650s or cr123 are fine. Most CR123s have an absolute max safe current of 3A so using 18650s would be safer and give more runtime.

Yes, but the difference is marginal and you wouldn't notice any difference unless you've got a lux meter.
