Flashlight Help, Lumintop HL3A

Hello all, I wish I was more knowledgeable or capable at problem solving however I am not. I received my HL3A in the mail today, and after charging the battery for said unit, the light is always on, even when I turn it off. Its faint, but it never turns off. This obviously isnt right, is this fixable or should I just try to exchange the item?
