Heated clothing question

Hi
I,m curious as to what actually controls the temperature of heated clothing, be it gloves, pants, jackets etc.

Is it the controller (button with 3 heat settings for example)


I bought a pair of heated pants for motorcycling and found them cold even on the hottest (red) setting I wonder if I need a new battery or if there is something else contributing to the temp settings (?)
