In their question-and-answer section someone asks if they were DOT certified. Their answer is "Hi, sorry, this one don't have the DOT certification now, but we will have it soon, thanks."

This demonstrates they don't even understand how the certification works-- it's not something they obtain from NHTSA, it's a declaration the manufacturer makes themselves.

Even if they did state that the lamps meet the apposite requirements it'd almost certainly be a lie.
There's more than just photometric performance at stake; there are requirements for durability that many aftermarket lamps will fail, being poorly-made from poorly-chosen materials.

They're not legal, the odds are massively, massively against their being safe, and as Alaric points out, their "answer" about DOT certification is a baldfaced lie. These are worse than just a waste of money. Steer clear.
