Tenergy charger, 2 separate charging circuits?

I am looking for help from you circuit pro's!

I have a Tenergy RCR123 charger I took apart and was looking at.

It takes one output from the board and applies it to both cells for +. But on the board there appears to be silkscreening on the board for B1+ and B2+ with a spot for a resistor and a diode for each.

1) is it a problem the way it is right now, or something to be improved?
2) right now, it is allowing the cells to balance each other?
3) by adding the diodes, it would prevent each cell from charging each other?
4) any idea on diodes I could use? are the resistors required too?

There is a bridge on the battery connections so it would be no problem wiring the two separate B+'s. I can take more photos if necessary.
