I believe it's because the VIP and the Lionheart came out before Charlie started making Ti lights. Here is a Chronological list of early Bulk.

Actually, through either a rift in the continuum or a quirk in Mr. Bulk's production, Mofo managed to get number 25 of 24. :thinking: snip......

And there is another one

There was also a DamCham # 00 of 24 which I owned for a year or so and sold recently. It was Mr.B's own light.
