I've read a lot of threads here and questions many people before getting into RCR's and decided to try them in my single cell lights. I'm on my 2nd cycle for the 5 AW RCR123's I purchased from a dealer. Anyway, I have all the charged all the batteries for after using them for the first time. The battery I have a questions, #5 was charged with my Pila charger and the resting voltage was 4.15v. I also tested on the ZTS, read good. I try do not go below 3.7v, anyway I used my had this battery in my Haiku for about a week and last I checked it read 80% on the ZTS. Don't remember what it read on the meter. Today I used the light a bit and nothing strange, but tonight when I went to use it it worked for a few seconds and then started to flicker a bit and then shut off. I tried to cycle it, and it worked but then shut off again.

I checked it with a good battery, worked fine. So I go to check it with the ZTS, 10% rapid flicker, try again, nothing. I test the voltage, 0.00.

What could I have done? I don't let them go below 60% or 3.7v. Does 0.00v= protection kicked in?

A reading of 0.00v would strongly suggest that the cell has been discharged down to the PCB's over discharge voltage, and that the protection circuit has then activated to cut power from the battery.
