VC4 is this behavior normal??

Hi, I recently got 2 x 26650 cells from Gearbest and received them today, put them in the Xtar VC4 and the charger indicated the cells were full but the voltage was at 4.0, when I removed 1 cell, and charged again, this time no issue, the cell charged up from 4.0v to 4.2v.

The VC4 was connected to a Samsung AC USB charger, could that be the reason why it can only charge 1 cell at a time? If so, where and what type of USB charger should I get?

I use an iPad charger and never had this issue. (the iPad usb charger has 2.4A afaik).

Reading the voltage on a cell should work as long as there is 5v present on the input. It really doesn't take any current to do that. I would suspect poor contact with the new cells, and that the act of removing and replacing the one cell improved the contact to the point that it read properly.

Also, I am surprised that the cells read 4.0v. All of the Li-Ion cells I have purchased, regardless of brand or vendor, have come reading 3.7v, which I understand is the generally accepted voltage Li-Ion cells should be stored at, especially for long periods of time.

Hi Timothybil, thanks for the input, have no clue as to the voltage, have charged up both cells already with a rare earth magnet to make contact easier. Thanks a lot all of you.
