I don't have one yet, but in the Q/A section it points out that it does NOT come with a strap. It does have D-rings on each side for that purpose. Personally, I have many variations of straps that I could use.

It's made to hold water bottles and should fit lights of this size. Molle connections so they should fit well on a pack, just not sure about belt carry.

That's a nice Maxpedition bag. I have a few smaller Maxpedition packs and my wife refers to them as "Man Purses". But she is always happy to use whatever I am carrying when she needs it.

For something like this, I would look at Amsteel Blue instead of 550 cord. You could make locked brummels (?sp) and then feed the weed eater string through to create the spring effect. This stuff is super strong and used in Hammock suspensions. Definitely more secure.
