18650 battery wont charge

So I have a few Panasonic NCR18650B Protected batteries. The tube that was holding them got some water in it and the device shorted. I checked the voltage of the 3 batteries and one of them was show 0.22. I thought, what can I do besides try and charge it, so I did... Half an our later, it showed 3v. I figured I reset the PCB? Then I tried to recharge it full and the charger wouldnt recognise it being there. Its a Nitecore Intellicharger i4 2014 version...
Any thoughts or suggestions would be appreciated!

You probably payed about $10 for it and therefore, I wouldn't fuss with it too much and I'd just recycle it.

You can always remove the PCB and run it naked, if it charges up fine, but it still might be a damaged cell.

How did you reset the PCB? Just asking. It could be that the PCB is damaged. I removed a couple of PCB's from protected cells that were acting funny. I rewrapped the cell and they work fine. You may have to go by trial by error.

$15 Aus... Its a pretty dear battery! How would I go about removing the PCB?
Im assuming the PCB reset being it was at 0.22 and then jumped to 3v after only half an hour on the charger...
Any sure way to check if a battery has a PCB? The non PCB and PCB look the same. I suppose I could run a torch till it shuts off and see if its at the PCB auto cut off limit?

I wouldn't use a torch to burn off the wrap. Just use a knife or razor blade. Be sure to cut away from the strip that runs from top to the PCB. Be sure to re-wrap the cell when you're done. Without any further info, I cannot promise that this will solve the battery issue, but, this is how to remove the PCB from the bottom of the cell. Henrik is the battery guru here! Sorry, I meant my flashlight... It seems I have a PCB, but Ill investigate a bit further. Looking into buying another battery, I see there is 18650B, 18650BE and 18650BD. I dont suppose someone knows the difference? There isnt much information around...
I have a Fenix TK61. Will it make a difference whether I get a higher or lower amp rated battery? I think thats the difference between them, but would love confirmation and maybe if anyone knows of a post that is relevant?

Take a look at HKJ's battery comparator. Lot's of good, useful information. Just use the pull-down screens to pick the battery that you're looking for and see the charts and the individual tests that were conducted. The information is invaluable!

There is also a few threads on the differences of the NCR18650 cells. Just have to search a little for them. They go back a few months, but should be in there.

The Panasonic NCR18650 3400 mAh cells should be fine for your light. You don't need the high amp batteries for your light.

The Panasonic 18650BD and BE are hybrid cells, designed for high drain applications. Typically the BD and BE cells don't have a protection circuit, though there are some that do. Also the BD and BE cells are rated for 3200 mAH capacity.

The Panasonic 18650B cell is rated at 3400 mAh capacity but only rated 7 amps of current draw. They are available with or without the protection circuit.

The TK61 is supposed to powered with protected cells per Fenix.
