Charger that measures cell resistance?

I'm in the market for a new charger. I've been going back and forth between the liitokata look 500 and the opus ct-3100 but I really want a charger that measures cell resistance. I do a lot of laptop pulls and I want to stay as safe as possible. I do have a mulimeter and have read a couple threads on testing cells and I'm still pretty confused. I think it would be a lot easier if my charger just did it for me. So my question is, whats your suggestions? My spending limit is $50 but cheaper is always better, but not at the cost of quality.

Both chargers will allow, but none will provide good precision.
Hobby chargers will do a bit better.

IR measurements on consumer chargers are rough "ball park" measurements, since most do not use 4-wire measurement, and the tests are too quick. Further, they are usually not closely comparable with measurements obtained by other chargers (which may use different test methods). But they can prove useful in yielding a rough metric for tracking the health of a cell (if used appropriately).
