I picked up the Harbor Freight Quantum QFL-090 penlight today. Two AAA batteries. 90 lumens; 3 hr runtime.
For under $7 it's pretty nice. It's machined from aluminum. Both ends are threaded, so it seems like it could be a good donor for DIY projects. It has a removable (and reversible) pocket clip and a tailcap switch. On-off only. The threads are a little rough, but they work. There are o-rings, so it's probably water resistant, although it doesn't say that it is.
Good little light if you need something like it.
It's the same item number as this, which the website says is 65 lumens. Either the website is wrong, or they've upgraded the product.
