Why would you even consider re-using a battery that has obviously malfunctioned like that? Rechargeable batteries have to keep all their chemical components inside them, so the chemical reactions that produce electric power can be reversed when recharging. If the battery has vented ANYTHING, that means it no longer contains all of the chemicals that were used to manufacture it, and IT CANNOT POSSIBLY WORK PROPERLY ANYMORE.

Things break sometimes. Suck it up and buy new batteries.

EDIT: Regarding the voltages you measured -- that tells you nothing about the health of the battery, only its state of charge. You need to get a multimeter that has a 10-amp setting, and measure the amperage coming out of the batteries. It should be at least 5 amps for a second or so before it starts dropping; I bet one or both of your batteries will barely output 1 amp, because they are damaged.
