What drives a 14V drop-in?

What cell configuration would drive a D26 drop-in at 14V? And what does the light it's intended for look like?
 
3 lithiums would be 14.8. I’m sure there’s a little wiggle room in the dropin. And there’s probably a range on it say 3.7 to 14 volts. Just guessing here

What?! How? Wait, I think you mean 4x 3.7V cells. Ok. 4x 3.6V cells is 14.4. I guess 5x CR123A is not 15V, more like 13.5V. That's closer. So a 9P with a cell extender or two cell extender. Just struck me as really odd, but I guess it isn't that exotic.

@fivemega thank you very much for reading my mind and also confirming the solution to the mystery. I couldn't find 3.7V anywhere. Thought they were gone gone gone. Inexpensive and 4A, yowza.
