    My advice is to buy another charger. If you charge the two cells in series then it is possible to have one reach 4.0V while the other reaches 4.4V - this is not good for the cell that is 0.2V over max voltage. Also - 200mA is very slow charging for 18650 cells, it would take over 10 hours...
