Help ID these 18650 from laptop pack?

So I thought it might be a good idea to obtain bare 18650s by purchasing a "new" off-brand laptop pack via Amazon . . . but I think I've been ripped off.
Can anyone help identify these cells?

Specs:
7800mAh/87Wh, 11.1V, 9 cells/Samsung cell

Since the pack is 3s3p, each cell should have 2600mAh.

Calculation: 9 cells for $23.76 free shipping = $2.64/cell

Sounds like a good deal, right?

But testing on one of the cells tells a different story.
Result was 1651mAh when discharged at 0.2A from 4.1V to 3.0V.

Amazon is the new eBay. Unless it specifically says "sold and shipped by amazon", consider it suspect. Especially when the price seems to good to be true.

What kind of price is good enough to be true? (in mAh per $)

For comparison, this particular cell worked out to be 625mAh per dollar.
1651mAh / $2.64 = 625mAh/$

Well, you can get genuine Samsung 2600mAh cells at $5.58/piece which is ~465mAh/$ (or Sanyo 2600mAh cells at $5.54/piece which is 470mAh/$).
Not as cheap, but they'll retain more capacity after months of use than those cheap chinese Li-Ion's, not to mention the safety factor.

Edit: and checking HKJ's charts, even for brand-name cells, the actual usable capacity of the cell is still somewhat less than the nominal capacity... for example, the Sanyo 2600mAh cell gave about 2400mAh.

So these are Chinese cells? Any idea on the manufacturer?

The text on the cell says:

I tested my Sanyo 2600mAh to 2587mAh at 0.5A discharge, HKJ's results are bit lower than nominal because he terminates charging at quite high current (100mA) while datasheet-recommended is 50mA for those cells.
Also, I'm talking prices with free world-wide shipping.
